I have noticed my turbo making funny noises at shift points, especially 4th. It sounds like the bearing wobbling, and a whoosh. I don't know if it's surge or a bad turbo. I've seen several remedies for surge, new housing, wicked wheel, and the van turbo (am I correct in assuming that the van is simply a turbo out of an Econoline?) Do they do more than take care of surge?
I've noticed a lot of talk about the GTP38R, I've read from others that mpgs go down somewhat with the GTP38R, and I seem to recall someone saying lowend tends to suffer as well. I like more power (does Binford make a turbo?) Sorry, a little Tim the tool man coming out. Anyway, I like speed, but I need pulling power.
What do you think is wrong w/ my turbo, and what do you all recommend? Thanks.

Not sure where you heard that. Mileage with my 38R didn't change, and on the bottom end it spools at least as quick as the stock turbo.
With my 38R I haven't noticed mileage loss and it does spool up fast at the bottom end and all thru the power band. Van turbo is out of a Econoline your correct, and their non-wastegated.
I get the same noise with my 6637 installed. From everything I've read here it is not surge in my case. Boost gauge shows constant pressure. It sounds like a massive amount of air being sucked through the filter.

Does it happen when your trans shifts? When you go WOT then let off the pedal? If it does this, that is the nature of the beast. The excess boost has to go somewhere once the RPM goes down, so it blows back out the intake and filter.
