I've heard many things inre to what the M of 351 refers to, but Michigan ain't one of them.
The 351Windsor was refered to as such from 1969, the 351Cleveland was refered to as such from 1970.
Cleveland and Windsor were both engine assembly plants.
And the 351M was refered to as Modified by FoMoCo since model year 1975.
