Yes the 4R70W has a TC drain plug. You should have a rubber plug on the bottom of the TC housing, this will give you access to the drain bolt. More-n-likely you gotta rotate the crankshaft to access the plug itself.
Once drained, it is recommended that you install a NEW drain plug.
I have an ex police car with the 4R70W and I am about to change the trans fluid filter, if my car has this plug I'm going to drain the TC too. Is there any way to refill it before startup ? It seems like starting the car up with an empty TC and waiting for the pump to fill it would cause damage to the TC. Also, does the Ford dealer have the replacement plug ?

After filling the first 6 quarts or so, start the engine and let it run at idle for 30 seconds or so. Don't put it in gear. Then shut it off and fill the rest. This procedure will prevent the ATF from running out the vent on the top of the case due to an empty TC. Without fluid going into the TC, there will be too much in the case, no room for it all. I always re-use the plug. It has the 5% pipe thread taper and is just a 'lil plug, so don't tighten the snot out of it.
