When I did the ITP pre-pump mod, I also did the harpoon mod on the Excursion. I can fill up that 44 gallon tank a LOT faster than I can my F250 because I haven't cut the tubes in my trucks tank yet.

PS - Buy the PVC cutter. It works great and is well worth the price. Snip, snip and you're done.
Had a mechanic do it while he had to drop the tank to install my AirDog II 200GPH. Had to get just the right PVC cutter that I could only find at Ace Hardware. I told him to cut both tubes. He also beat out the filler nozzle but I haven't gotten to test that out yet. He filled the tank on my dime without telling me, which would have been fine but I was anxious to find out for myself how well the mod worked and whether or not it actually does now receive semi sized nozzles. Within a week or two I'll know.
Drop the tank, unscrew the assembly, reach in with PVC cutters, snip-snip, remove both cut pieces, screw assembly back on, reinstall the tank, enjoy!
Screwing the assembly back on can be a beotch. It's a really tight fit and I swear it shrinks a tad after you take it off. Some guys put it in boiling water prior to screwing it back on to the top of the tank.
Make sure there is as little fuel as possible in the tank. It REALLY matters, especially if you do this by yourself.
It helps a lot to have a second set of hands. It's really almost mandatory in order to support the tank on the floor jack and unhook everything.

But what do I snip? I don't want to snip the wrong thing and then watch the fuel pour out on the ground instead of going into my tank....

When you unscrew the large ring on top of the tank to remove the assembly, inside the tank you will see two plastic tubes extending into the tank. Like Robin said, one is the fill tube and the other is the vent tube.
Cut both off as close to the top as possible, maybe leaving an inch or two nubbed into the tank.
Use one of these...
...to cut the pipes.
Remove the pieces once they're cut and reverse your steps to re-install.
Robin also had a great idea to use a blow dryer to heat the ring. It really is a booger-bear to get back on unless you heat it.
Once done, pay attention when you're filling up, otherwise you'll probably have fuel splash out just as the nozzle cuts off. It happens to my Ex if I'm not careful. That's why I suggested maybe leaving an inch or two nubbed in, because I cut mine all the way at the top.

Since you're dropping the tank, doing the Hutch mod or ITP's pre-pump mod is a really good idea. It's a PITA to drop the tank and you won't wanna do it again.
Guzzle has a write up on the DIY Hutch mod. He states it's about the same price as ITP's pre-pump mod.
