Timing on 351W

Timing on 351W
I have a 1998 expedition that I'm trying to set the timing on. I had the motor apart and replaced the timing chains put it all back together and it started right up but the timing was off. Took it back apart now and got new chains for it. I just cant seem to figure out the right placement for the overhead cams to get the timing right. My book says that the makes should be at 11 and 12 o'clock but is that with the crankshaft or is that with the ground? The pic in the book shows it being with the crankshaft but that isn't 12 o'clock. I also am having trouble getting the 2 ends of the chain on the timing makes and the sprockets. If anyone can help out with advice. I need to get this right this is the 3rd time at trying this.
