I'm pretty sure that the only standard your held to is the same level of emissions as what the engine was for the year it was manufactured. You didn't mention what year your truck was or what engine your running in it. So if it's a 7.3 PS or earlier, that's just the way they are. They push some coal under accelation. If it's a 6.0 or newer doing the same thing... might be an issue. Any way you slice it, the person that generated this grief for you has too much time on their hands.

They're usually set up on freeway entrance ramps. They've got a van or trailer parked off to the side of the ramp, with a number of little radar-gun-looking things pointing into the ramp at about bumper level. They monitor the exhaust signatures of cars going up the ramp, and if you're past a certain limit, they take pictures of your licence plate and send you a nastygram in the mail.

I've never seen them around Central or 635, I usually tend to avoid going down into Dallas unless I take the Dart in.
