Does yours still have the orginal down pipe? If so replace it with the much much smoother flowing one from ATS.
Also try wrapping the pipes with header wrap and maybe a better flowing air filter.

The IDI turbo systems don't whine like they do on newer trucks no matter what you do.
Get an ATS upgrade turbo outlet flange and 3" downpipe, then run straight 3" exhaust from there back.
Next work on the intake an open it up some, the 94 thing over the battery is to small.
Everyone tells me how nice my turbo sounds, but I never hear it in the truck.

I did the ATS upgrade, 3" downpipe, and 4" pipe back to a walker 21173 muffler and it's dumped under the truck. My turbo is LOUD!
Yeah it still has a bit of the IDI "chug chug" sound, I don't think you can get away from that, but I really like it.
