1980 ford f100 issues (please help)

ok so heres my problem
I Have a 1980 ford f100 4speed strait 6
i bought it used and it was running good then it got a flat tire beings i was gonna restore it anyway i put a spare on it and didnt drive it for a few weeks then it snowed suddenly from an unexpected storm (beings i live in the desert in southern california) after it snowed i went out their to start it and it wouldnt turn over so i figured it was the battery so i charged it it had power but still wouldnt turn over so i changed the selenoid still didnt start then i changed the battery still didnt start then i thought it might be the ignition and looked into it and noticed that the ingnition only hooks to a metal rod and the rod hooks to the electrical component so i changed the component and it still didnt work (before it started this the starter blew and i changed that) so i took the starter off and had it checked at the Napa up here and its fine i cant figure out waht it is and the mechanics and napa want me to bring it in so they can check everything on it (wich at the moment i cant sfford at all) i think it might be wireing but idk does any one have any ideas of what this could be id much rather spend my money restoring this than on mechanincs looking over everything i already did and making me pay thousands on what will prolly take them 10 mins to fix please someone help me

Does the engine crank, but fail to start, or is it completely dead?

Will your motor turn manually? Do you have an air cleaner on your carb?

A couple of months ago I had flipped the lid on my air cleaner. We had a down pour one night and water went right thru my carb and into my cylinders. My motor would not budge. I pulled my plugs out and spun the motor with the key and shot the water out, I replaced the plugs and it fired right up.

If it sat with snow it might have been possible it melted and went in the motor.
Just a guess.

My 400's crankcase filled up with gasoline from a leaky fuel pump diaphragm and it
wouldn't turn over then, either.

MAKE SURE THE TRANSMISSION IS IN NEUTRAL OR PARK BEFORE DOING THIS TEST

Get a small wire and touch one end to #3 in the above diagram, and touch the other end to #5. What happens?

If nothing happens, take a large jumper cable and hook one end to #3, and touch the other end to #6. Anything happen then?

ok when i touch 3 to 5 it does nothing and it doesnt do any thing when i touch it from 3 to 6 the truck starts what does that mean?

it starts if i do the test franklin2 posted but it doesnt start from the key

ok touching 3 to 5 gets no result but touching 3 to 6 the truck starts what does that mean?

If 5 is the 'S' terminal...

Then the solenoid (starter relay) is bad, replace!

I have ... Replace the relay it's bad!

If you can jump the relay between the two large terminals and it starts, But fails to start when you apply 12v+ to the 'S' terminal on the relay, The relay is bad!

The wire that is connected to the 'S' terminal (#5 in Franklins diagram).
If you remove that wire from the Solenoid (relay), attach one end of a test light to it and the other end of the test light to ground, then try to start the truck with the key... Does the test light light up??

Check the safety switch on the clutch pedal.

It will not allow your truck to turn over if the pedal is not pushed in. Either it has come loose or out of adjustment, or it could be bad. You could try jumping the wires to bypass it for a test.

I had a similar problem with mine a while ago.
