fuse 16 is for the Cigar lighter, OBD II, Liftgate release relay coil and contacts, should be 15A
Fuse 11 is a spare. Although its 20A should be ok for a temporary fix.
a little o.t. why you taking it to a garage that can't test fuses?

Your 2004 Aviator likely uses the CAN protocol for the OBD-II. Maybe they have not updated their scan tool yet for CAN since many of the CAN vehicles would still be under manufacturer warranty and they probably are not getting many of them through yet. In the professional grade of diagnostic equipment, upgrading to the latest software is not an inexpensive deal and many of the smaller independent shops cannot afford to update their equipment every year.
