What is this?

I just bought my first 7.3 diesel it is a 2001 f-250 super duty 4x4 extended cab long bed. And this was in in it when I got it . Can I adjust to make mpg better or change the rpms? If you have any experience with one let me know.

I'm pretty sure that's a load manager. We have them in some of our ambulance/brush trucks, you can set them to increase your rpms to keep the alternator output up while running a bunch of emergency lights

That is an SEIC - Stationary Elevated Idle Control. Typically used with PTO applications, or for example ambulance service where elevated idle on demand is desired.

Your 2001 is getting kind of old, but you might still find some useful info here:
