Well I I think that Dmd is right with the loading it right but still we are way over on the X So an 450 is in our future. Going to look at a used 450 king ranch tonight or tomorrow so I will se what I find out. Now I need to lean about the 6.4 yikes!
I now see that the Excursions were rated, on average, to tow about 3,000 less than a similarly-equipped Super Duty. Yours is rated to tow 11,000 lbs. So, upgrading the tow rig might be beneficial to you. The F-450 is the best non-commercial tow rig there is, so you know that would take care of it.
I still think load distribution is your biggest problem, and you have plenty of good advice to go on.

Anyway...it sounds like Nick is going to talk dad into a new F450...which IMO is the RIGHT tool for this TH...but...a couple of questions...
I too agree that unless you have been to a scale and weighed the whole rig to get the WD right...you are asking for issues...
But...I also beleive you may have issues going on with the Ex as well...the front end in particular may have issues (ball joints, steering box, etc)...front end issues WILL contribute to sway...if the driver has to constantly saw the wheel just to drive the truck...all that weight back there is going to react...
Also you say that sometimes it is good and other times it is bad...WHERE are you fresh water and fuel tanks located and is sway worse when those are loaded a particular way...like when you are GOING on a trip and the tanks are FULL is it better or worse and conversely is it worse when returning home with tanks EMPTY?...no matter where the tanks are located, being full one way and empty the other WILL effect your TONGUE WEIGHT...
The rear of the Ex is also an easy target...with air bags...you may want to explore a set of LandYot Radius rods to reduce the inherent axle wrap...
Finally a Pull-Rite 20K hitch on the rear of your Ex would do wonders with controlling sway (IMO).
But you are going down the right path with getting the RIGHT tow vehicle...14K#'s is a load for an SUV...even the mighty Ex...but regardless...once you get the F450...you STILL MUST HIT A SCALE TO BALANCE YOUR RIG...
