It's a 3/4" hardened steel shaft, the force need to shear that is well in the thousands pounds. Also, while the pulley is indeed offset from the bearing, the actual shaft sticking out unsupported is very short, which means the bending moments caused by uneven forces acting on the fan blades will be fairly low cause of the wide aluminum spacer stiffening the shaft in that area.

yeah the shaft is pretty thick... it wont snapp but it does put more stress on the bearings

It would be a fatigue failure, not entirely a matter of overall strength. The aluminum spacer wouldn't support the shaft because everything from the flange forward is cantilevered off the front bearing. Again, it's probably fine and I probably wouldn't have given it much thought except for the water pump shaft that broke Sunday at Pocono. It wasn't cantilevered nearly as much as with the 1-3/4 spacer here, but the shaft was slightly smaller and we're turning it a lot faster than a street car. Probably nothing to worry about, but just look it over from time to time to make sure everything is good to go.
