I am unable to get fuel delivery from tanks to engine in normal operation. I can however get pumps working with jumper wire to them. It will start with ether but not stay running on it's own. Could this be a relay or something in tfi thing ?
That got the pumps running. now should it have pressure at the check port ? only has a little fuel or do i need to give it some time to build . I left it on for a minute or so and had some fuel but not a steady pressure stream.

Yes with in 15 seconds, about 42 PSI.

Do not run the pump on the frame very long without fuel going through it as it uses fuel for cooling.
Do you have two tanks?
If so do you get the same thing on the other tank.
Can you hear the selected pump in the tank run while pin #6 is grounded and the key on?
Now that I have a running vehicle Thanks To You . What do i need to replace to make it operate without the jumper wire to pin 6 ?

This is the second time today I have been ask this question.
I will tell you what I told him:
If the pump will not run for one second when you turn on the key and will run with pin #6 of the EEC self test connector grounded with the key on then yes there is a good chance that the PCM is bad.
Other possibility's are:
The wire from the self-test connector pin #6 to the computer pin is open, not likely.
The PCM is not grounded, has happened a few times. (small wire at the NEG [-] post of the battery not making a good ground at the body ground junction or post)
The PCM is not getting 12 Volt Power, has happened a few times.
There are pins pushed out in the PCM plug or are very corroded this has also happened.
