Sure, if you're willing to de-engineer your engine back to 1970. What year truck? Enigne size? FI? Why not just a do complete tune-up (plugs, wires, cap, rotor, filters, PCV, oil change etc), fix any broken smog stuff (junkyards are loaded with spare parts...) and roll down the road. These trucks ran fine when new and all smog stuff was working...
Remove AIR pump, remove EGR, all the nonsense vacuum lines, and smog equipment, etc. At this point you can either get yourself some D3VE style heads ('73-'87 460 carb heads are all essentially the same), port the exhaust side, get a decent intake, 750 CFM Holley, some headers, and run it like that. Should see a marked performance improvement. As far as I know the EFI motors have a straight up single roller timing chain, so no worries about the 4* retard.
Another option is to keep your EFI heads, get a carb intake (I forget who makes them, but they are readily available), 750 CFM Holley and headers, problem solved.
Yet another option is to find a set of early C8,C9, or D0 heads which will put your compression up around 10.2:1. Port the exhaust side. Upgrade to a cam like a Lunati 61603 or even 61604, double roller chain, go with recommended valve springs/retainers/locks for the cam and a decent set of roller rockers, guide plates and hardened pushrods. Edelbrock RPM or Weiand Stealth intake will do.
There are more options but they involve going into the bottom end which is probably more than you want to get into for a simple de-smog.
