AOD shifting question

AOD shifting question
I towed my boatwith a f150 5.0/aod and noticed an odd behaviour:
about 25% of the time when I stop at a light, it wont shift back to first, and only when I take off does it bang back.
if I select manual 1st under 25mph, it goes to first, if I select manual first at a stop then go to D or OD, its in first. If I put it in D or OD from P or N, it goes to first and each scenario, never fails.
its only a braking to a stop, like I said 25% of the time, more when hot, less when cold, 25% overall.
educate me on what shift valve might be hanging up?
All manual or foot driven shifts are ok.
when it was hot from towing I noticed it was late 1-2 and 2-3 like I had a TV cable problem. the cable moves properly, what exactly does it drive inside that might be sticking?
the tranny is fresh on filter and 12qts of fluid from the removal to seal the engine. but I might not have gotten everything out - Im at least a qt over full on the dipstick - wonder if Im foaming a bit? the breather is dripping after a highway run....
was contemplating taking it to a shop to have the valve body cleaned out and it 'shift kited' to bang 1-2 and 2-3
3-4 btw is the most beautiful apply ever....its perfect for an AOD.
