Intersting Electrical Issue

I recently had the wiring for my tail lights burn up on my 89 f150. There were more than a few breaks I found in the harness right at the lights I ended up replacing that whole harness. I traced the wires back so far under the truck and they seem fine, but since this happened I have noticed my Voltmeter is registering like 8volts when the key is on but truck not running when I start the truck its up to 14. I thought maybe this was the battery was bad but I took a digital multi meter and tested the voltage at the posts of the battery and it reads 12. but as soon as I test the voltage from the positive post to the body or any ground other than the negative post I get a reading of 8 volts. I was just curious if anybody had an idea of a cause for this bad ground maybe?
