i never found anything good for explainations either. my ****** book is about as generac as can be. of course like a good info source it says leave to a certified mechanic, with a couple drawings done up by toddlers

Here is the shut off picture and directions for reinstalling.
The rod in question behind the screw pictured holds the linkages across the bottom of this picture in line with the Governor.
PS in the above picture you need to add a note with the picture.
After the top in back on the IP, turn the key to on and remove the fuel solenoid wire.
Touch the wire to the connector a couple times while listening for the solenoid to click open and closed.
IF YOU DO NOT HEAR THE SOLENOID CLICKING, DO NOT START THE ENGINE OR IT WILL BE IN A RUN AWAY CONDITION.
WIDE OPEN THROTTLE, NO GOVERNOR OR FUEL SHUT OFF SOLENOID.
The only way to get it stopped will be stuff rags over the intake and choke it or cut the fuel line to the IP.
Catastrophic engine damage may result before it runs out of fuel even with the fuel line cut.
