How low did the pump get on fluid? Air in the fluid (foaming) will cause that noise, too. It has to work its way out. Did the noise decrease after sitting for awhile?
Also check the hose between the PS pump and the brake master cylinder.. Mine had a slight hole in it once and the brakes and the steering didn't work all that well and I have noise coming from everywhere !
