Well, this sounds fairly simple. Lets review - you know you have power to the switch, and you know the headlight bulbs are good because you got them to light during trouble shooting.
So you have one of three problems: Your headlight switch is bad, your dimmer switch is bad or your wiring is wrong or disconnected.
You are talking about a 51 F1 as your data page tells us. So, first, check your headlight switch. I'm going to plant a drawing of the correct headlight switch wiring for your 51. In the two spots where it shows power coming in from the "hot bus" that means from your circuit breakers. Here is the power in flow to the headlight switch:

Check to make sure you have power not only going in, but coming out at the right places. If not, the switch is bad. Which in this case sounds like the case - it might be bad but it sounds more like it's mis wired(and thus the parking light thing).
Next is the path to the dimmer switch. Take your meter and check for power in and out.
Lastly is proper wiring. The headlights should flow the same as they do in this diagram.
Be sure to ensure that all your bullet connectors along the lines are connected and tight - you might just have one that has come apart.
