Stuck Horn
It sure seems like the horn pad is the culprit, and I think it's probably integrated with the aig bag assembly, and that costs a puppy.
What are my options?

Looking for recommendations- one morning about 5am I hear this horn continuously blowing... run outside to find it mine, the 2000 F250... started smacking the horn pad a few times and it finally stopped. It's happened enough that I've yanked the fuse. Now I don't have cruise as well as a horn.
It sure seems like the horn pad is the culprit, and I think it's probably integrated with the aig bag assembly, and that costs a puppy.

Later I took the horn apart (airbag cover) and separated the two copper plates to see what the heck was going on. Well between the two plates is some squishy foam stuff. All I did was re-bend the plates so that they wouldn't short out on their own anymore and soldered the wire back on that I cut.
If I were you I'd give this a shot and try to save you some money. Worse case scenario you have to replace the steering wheel or the cover anyhow. However this worked for me and should work for you as well.
It just sounds to me like your horn has been beet one two many times and was warped enough that while contracting during the night it made contact.
You can get access to the plates by lifting the bottom of the airbag cover and pull. It'll pop right open like a door.
