Vapor Canister question..........

1990 2.3 liter Ranger....Had the annual inspection today in NC...Guy told me the two ports on top are supposed to have caps on them...Said it could be a $5,000 federal fine. I told him that they had never had them to my knowledge...When you buy them they don't come with caps? WTF?? See pic. Was this guy a complete idiot like I think he might be?

Well, sorry but the inspection station guy isn't completely wrong. And why they don't have the caps when you buy a new one is any bodys guess. My 91 Ranger has a cap on each opening but you can pull the caps off. They fit in the opening snugly so they won't fall off. The cap is not meant to seal the canister, it's just a dirt and moisture cover for the opening. And it's made to allow air in and out of the canister. So actually it's a vent cover. But I agree that it is beyond reason as to why there would be a fine for not having the vent cover on the can if it's supposed to vent to the outside anyway. You could take a trip to the junk yard and see if you could find a couple of caps or a whole canister.
