What the best and cheapest route to getting the exhaust back to spec?
Can I keep my 3" pipe and install the cat. and muff?
And whree is the best place to get them?

I just passed emissions at 0.4% out of an allowable 40%. I don't run a cat and was told the Super Duties didn't have to. Do they make you run cats in Comiefornia?
I don't have a cat or muff and I passed in Az. Check with Cali and see what you are going to need before you start spending money on stuff you might not need.
In VA we dont get picked on like that. We just get penalized for being over the 7500GW plateau. No personal prop tax assistance, higher registration fees....everything.
I would definitely get the specs you need to meet first and possibly go to a company that can test it for you(if such a thing exists) for a few bucks and see what you would need to do to get it within spec....
I just registered my diesel here in CA and there was no mention of a smog check. Anyways, I do not think my truck even came with a cat on it.
If they ask me to get a smog check, I'll be doing it on a straight pipe.
I am guessing they will do an opacity check only. Go in there running B100 and you'll have no problems, except that the technician will be craving fried food when you leave.
Hee hee... My Wifey registered my truck when I bought it and they told her she needed a emissions test on it! Little did she know.... went to Jiffy Lube to get a emissions test and they told her diesels don't need a emissions test! My poor Wifey went BACK to the MVD and waited in line AGAIN (she was pissed) and got it registered. We got it easy for now!
Only the Manual transmission CA trucks have cats on them. But yeah most likely it will be an opacity test since our trucks were built without and standards in place. There is no way CARB can establish standards after the fact.
If they do we will all have to register our trucks at Clay's house up in Oregon.
Here in Colorado they do emissions testing on diesels if you live in certain metro counties. I just had my truck inspected last week, and while I was there they failed a 6.0L on the visual inspection because the owner removed the cat.
Cali's new emissions laws are just now going into effect, so I'm not sure if they do a visual on the cat or not (my bet is that they will). I guess you'll have to find out the hard way.
