02 F350 - No Start

I have an 02 Powerstroke that now will not start. Truck has been hard starting and rough idling in the mornings. Then it started stalling in the mornings like it was low on fuel till everything got going. Reading other posts, I did ohms test on the UVC plugs. Driver side OK, passenger was injectors 5.4ohms & glowplugs .4 to .6. Went ahead and pulled that valve cover and reseated plug with quarter and torqued injectors and rocker arms. No change with how truck was running. Went to work including an hour in traffic. Exited highway truck started to die and would run 30mph tops. Acted like it wasn't hitting on all cylinders. Now won't start. Replaced CPS, rebuilt IPR, Check fluid in HPOP,checked ICP & disconnected Predator chip from ICP. Ohms tested VC again got no injector readings at VC. Pulled VC off and unplugged harness, of course clip broke off then. Checked ohms from inside VC plug, #5 tested 3.2 ohms, all others were 41+ohms. Going to test with different meter today for better results. Sorry for long post. Any help or direction would be appreciated.

Anything happening as far as the SES light? How is the fuel filter? Oil fresh, full and the proper type?

Loss of fuel pressure/supply.
The electric fuel pumps on these trucks will work great right up until they quit.
You need to hear it whirring under the driver's seat when switch on the ignition and before you start it.
It will run 100% duty cycle when the engine is running, but you won't be able to hear it due to the 7.3 music.

EDIT, I missed the last half of your post that says no injector signal. That wouldn't be caused by a bad fuel pump.

I did check the fuel pump as well as removed one from my 99 company truck that I am currently driving with no change. I did pull codes 1316. 1211, & 1212. The first time I was messing with the UVC plug I unplugged the passenger side when truck was running. That might have thrown up the 1316. I also have a Predator chip which is plugged in with the ICP plug, and I do get SES lights from time to time when I hit the gas hard, so I 'm not sure if the 1211 & 1212 has something to do with the chip or with the problem I have now. That is why I went ahead and cleaned the IPR and put the new gasket kit in for that. Thanks.

Finally got a chance to do some more ohms test. Without VC harnes plugged into VC gasket I get #1-1.2ohms, #3-1.2ohms, #5-2.7ohms, & #7-1.1ohms. I don't get any reading on digital VOM except briefly on #5 with harness plugged in to VC gasket. I removed valve cover gasket and checked pins and had continuity on all. Could this be the problem or shoul I check elsewhere?

You could try swapping the gasket from the other side and see if the problem clears up. If it does you know where the problem is!

The IPR could still be your problem. I didn't have any luck with rebuilding mine. If it's damaged, then replacing it is the only option. If the ICP is bad, unplugging it should help it idle smoother.

I just ohmed my year old Alliants and they all were 2.6 ohms.
Found out a couple of glow plugs were burning out too.
I just had the VC's off for a retorque!

Anything less than 5 is good, but what is more important is that they all read close to the same.
