C6 PROBLEMS

I have a 1969 f-250 with a C6 Trans and when I start out in drive it starts out in second not in first gear and it will wind the engine way up before it shifts into third. If I let off the gas slightly it seems to go into third a little sooner. If I manually shift it into first it will stay there even after I shift it back to drive and I almost have to come to as complete stop before it will shift into drive. It was rebuilt about 2000 miles ago and a shift kit was installed at that time and it has worked fine up until now. I checked the vacuum hose going to the modulator at it is fine and hooked up. Any idea's????
