Would a bad vacuum modulator cause a C6 Trans to start out in second gear not in first gear and wind way out before shifting in to third? It will shift through all of the gears if manually shifted but not automaticly when put in drive.
It may.... but it more likely is only part of the problem. One way to check the modulator, is to disconnect the vacuum line from the back of the modulator. If you get ATF on your hands, or even a bit has leaked, then the diaphram is leaking. Which means you're going to need a new vacuum modulator.
Start out in 2nd and delayed upshift to 3rd sounds like a stuck governor. Pull the extension housing and check the governor. If its stuck clean it but the only reason for a stuck governor is trash in the oil. Don't be suprised if you need to overhaul it soon.
