Problems with Heater (electrical)

I was driving my 1973 f250 down the road when all of the sudden my heater fan stopped working
So I checked my fan and it did not turn freely so I bought a fan and the whole assembly for parts. Ok so I pulled the original heater box out and replaced it with the new and I checked to see if everything work before hand beings I got the parts from a wrecking yard. so i flip the switch to the fan on all the way and still no power to the fan, and I also replaced the resistor.
So i check the electrical with one of those current testers with the light on it that flashes when there's power through it, and i found out there is no power going to the switch. I also found that there was no power going to one fuse and it says "PANEL" so I would like to know what the problem is because my entire dash is pulled apart and this is my daily driver.

The "PANEL" fuse is your dash instrument power(3amp). Your heater fuse should be the top one in your fuse panel (leftish) and should be 20 amps. Do you have power to it? If so the problem has to be between the fuse and the heater blower motor. (You checked the heater fuse, right?) If not, the problem is between the fuse panel and the power source. My diagrams are not real clear on where that is, (still trying to decypher it). Sorry I can't be of more help than that, but maybe it gives you a place to start tracing wires.

Well, if you have power to the heater fuse, that narrows it down to the wires and components between there and the motors ground, right? So I wouls start checking continuity between each connection, starting from the fuse block and working toward the blower motor until I found something that is not continuous. ( loose connection, broken wire, dead switch, bad ground, etc.) Be methodical and go from one point to the next, don't jump around as new ideas strike, and you will find it.
