Spark valve function?

Hello folks,

What is the function of the "spark valve" on a carb? I'm trying to understand exactly what it does. I'm told not all carbs have them. Is there any way to test them, or should I just get a new one? Here's a few pics:

That is called a "Power Valve".
At one time it was called the high speed jet and is used at max power.

Yes, vacuum holds the valve closed, then when the vacuum drops under heavy loads, the spring opens up the valve and allows extra fuel into the system.
