If you have a late '99 to 2003 engine, the driver's side IC pipe (next to the intake tube) will have foil on it. You can remove for cleaner look and a little louder turbo whistle. Here's an after pic of mine.
Go to Lowes and get a jug of Crown Sol-U-Strip adhesive remover. The thick stuff. Peel the foil (being careful of the SHARP edges), and just paint on the adhesive remover keeping it wet for about 30 mins. After that, start wiping with shop towels and it should mostly melt right off. Re-apply to more stubborn spots or use a wire brush to help it along. Then finish off with steel wool or SOS pad. Here's what mine looks like:

i stripped the foil and then used paint stripper on the foam that was left. then sprayed with pressure washer and it came right off.

Don't forget i also used paint stripper in an aerosal can. let sit and then pressure washed, took maybe 45 minutes to get this all done. to get the foil off i peeled it back some then took pliars and started to roll it up. seemed to work pretty good.
