I used to have a 99 f250 psd and I had the same prob with it starting unless it was 70+ degrees outside. Turned out to be a clogged injector. Also that buzzing, It was VERY loud on my 250 it was consistantly random, if that makes any sense. I recently heard it on my excursion as well. It is almost not even audible on the excursion. honestly never looked into it but Ive always heard it. Im gonna hang around and hear what the pros have to say.

I didn't know there were two pumps. I thought the fuel pump pushed it to the fuel bowl and then it was pushed by the same fuel pump into the fuel rails.
There is only one fuel pump.
The fuel pump relay is mounted in the dash in just about the spot that the original poster said that the buzzing was coming from.
It wouldn't at all surprise me if the fuel pump is not running due to no power.
Is the rollover switch tripped perhaps?
That pushbutton reset in the access hole on the passenger side kick panel.
