No spark at all even with the spout removed....I am going to go crazy with the voltmeter today I am thinking maybe some sort of ground issue somewhere

Will I would use a loading test light (non LED) and check all of the fuses in the fuse/relay box under the hood first.
Then if both sides of the fuses have power with the key on check to see if it lights on both side of the Ignition coil.

Okay so I tested both sides at the pcm power diode and that seems to be working fine I also tested the fuse on the pcm relay coil power its all good and I have power at the coil + and - side when the key is turned on. When I checked the pcm power relay common the fuse is good but one side is 12vdc and the other side is showing 3.6vdc don't know if that is normal. I can also hear what sounds like a diaphragm opening or closing on the throttle body when I pulled the pcm power relay common

Sounds like fuse "I" is open. Replace that fuse.

I tried swapping it back and forth with a couple different ones. Not sure if I explained it properly I am a little on edge with this bloody thing I am having a hard time not reaching for my bic lighter and teachin it a real good lesson. Lol but what I was trying to say is that when I pull the fuse and touch my voltmeter to one side of where the fuse should be I get the correct 12vdc but on the other side it is reading 3.6 with no fuse in.

With fuse "I" pulled I see no way there would be any voltage on the out going fuse socket of fuse "I".

Hmmmm I don't know either but I just went out there and checked it again and yeah its saying 3.6vdc on the out going socket without the fuse in. Oh man I am sure missing my old 72 f250 nice and simple carb and points. I don't really know where to go from here.

Okay I just went out there again and yeah if I turn on the key and pull the fuse it shows 3.6vdc constant on the out going but if I pull the pcm diode it drops to 0vdc on "I" outgoing

The power relay must be leaking it over then.

Not a exact fit but very similar to a recent thread, https://www.ford-trucks.com/forums/1...l#post15919466

I'd suggest you replace the EEC relay with a new one, cheap enough so replace the fuel pump relay while you're at it.

I shuffled the relay's around inside the underhood fuse box which relay is the EEC? and thanks a ton for the info so far

In 1994 the EEC relay is called the PCM Power Relay. See the above photo of the under hood fuse relay box in post #17.

Awesome man and thanks again I just thought their might be some hidden eec fuse or relay I might be missing. Good little video gave some new idea's for sure so soon as the sun comes up I will grab the trusty voltmeter and get back at er
