it goes from the ground post into the wire harness... its just a connector, there is no fuse inside of this one

I wouldn't worry too much about it i would just cut the wires on each side then soder and heat shrink them together as that conector looks awfull crusty.
The better grounded everything is the better it works, and if it is going into the cab it might be for something mounted in plastic.
