it goes from the ground post into the wire harness... its just a connector, there is no fuse inside of this one

Sounds like you answered your own question.

I wouldn't worry too much about it i would just cut the wires on each side then soder and heat shrink them together as that conector looks awfull crusty.

all i can tell ya about its routing is that it goes into the trunk line just to the right of the battery and into the body

The better grounded everything is the better it works, and if it is going into the cab it might be for something mounted in plastic.
When GM built the corvette.prototype it stumped the engineers because the lights did not work, they had not thought about grounds on a fiberglass body.
