The Ford Drive by Wire is a VERY complex system. It isn't at all like other DBW systems out there that simply work in a "follow" mode and mimic exactly what the gas pedal does. The Ford system uses a VERY complex set of calculations to determine the torque desired and the required throttle postion, fuel, spark, cam angle, and CMCP angle to output that amount of torque.
It isn't very uncommon at all to have the pedal depressed 25% but the ECU decides to open the throttle 80% because you are going up hill. There are also many different torque reductions that take place, between upshifts and downshifts, 4x4 engage and disengage ect to make for a smooth ride and also keep wear and tear down on the drivetrain.
