What is your opinion on the black paint on the repops as far as a base to start final paint prep, does it need to be striped down to bare metal and start with epoxy or can epoxy be sprayed over it without problems later? All I have left to prep is the front fenders and gravel pan.

No paint expert...
but I think I would rough it up a bit and shoot epoxy on it along with the rest of your panels. I don't think you need to go to bare metal but you will probably want to prime/block sand the repops as they may not be as strait as you may think.
On the speed channel the other day they were installing repro piece on a care and the host said the paint was electro statically applied which made for a better bond to the metal and was a very good base. I don't know if that applies to all repro pieces but the two guys above I think have it covered.
The black paint on a repro front bumper I bought appears to be electrostatically applied, it's been there as-is for 3 yrs and looks great. Not inclined to paint it.
