With only 200 psi on the HPOP and then it's suddenly good enough to fire, I strongly suspect a failing IPR.

When this problem first happened, Everything seemed OK (fuel, fuses, etc.) - yet nothing try after try. I set up to measure HPOP on a suggestion, and got the result. I later scanned the computer and got it to run (poorly) and found the codes. IDM plug was OK, found the UVC plug loose. While monitoring IPR after the repair, it idles at about 490 psi and 10%, going up to nearly 3000 psi and 50% at high rpm. I should probably make a more careful recording of these, but it doesn't seem to show a problem? It would seem that the PCM or IDM does not command for HPOP if it doesn't see good connections to the injectors.
