I have a 1999 powerstroke and so far a couple of mechanics say my turbo is going out. I see alot of turbos on ebay for 500.00-900.00 are those good or are they just factory size turbos your input will be helpful in me buying one

First things first. Make sure your turbo is going out. Of course if you are looking for an excuse, then just go Garrett or rebuild yours. The van turbo is also a very popular option. You can rebuild your own but I suspect this is not the direction you are leaning towards.
If my turbo was definately going out again. If not out already, Garrett 38r would be the easy way. Remove old and install new. Hopefully you have exhaust, intake and gauges already done.
my truck is a late 99 and no i don't have an exhaust and gauges need them thou. A bigger performance turbo is good for performance but pulling my mustang to the races 3 times a month won't hurt it. How will a bigger turbo help me

I went with the Garrett 38r. Higher volume of air aids in better combustion efficiency. "Cleaner" boost (less smoke)---meaning more fuel burned. Peak boost dropped slightly, but there is more power due to the better efficiency. I roll a little more smoke upon "rapid" acceleration at lower rpms, but it quickly goes away as the turbo spools up. The 38r really makes a difference after the turbo "lights" and also drops the EGTs substantially. I haven't towed yet, but EGTS have been lower across the board, especially at the peak.

This is the exact same experience I had with the Van turbo. **BUT** if you go with a bigger turbo, you will need tuning to make it work. My truck is a complete turd in stock mode with the bigger turbo.
And to back that up, you will need intake, gauges, and exhaust at a minimum.
EDIT: I see you have the Edge Evo. It might be okay with the bigger turbo, but I *highly* suggest some custom tuning (like Tony Wildman or DP tunes). It will make a huge difference...

I use my beast to tow a 30ft Keystone Raptor TT and wanted this for the lower EGT`s, should I expect it to be a laggy turd now or will it still be better than the stock turbo for towing? Also, wasn`t trying to hijack this thread I just thought it might be good info for him also.

I would say it will be somewhat "laggy" in the lower hp tunes and at low rpm. I had the 1.0 turbine & ATS compr housings, on the stock turbo, before switching to the 38R so I didn't see much of a difference in the response. It actually spools quite well. I went with the "as equipped" 1.0 and a Turbonetics 31165 Hi Flo Exh Outlet to try to get a balance of quick spooling and lower EGTs. This seems to be working out well, so far. I may need the 1.15 after I get "SS sticks", but I will try it with this combo first.
Yeah, I'm not sure how laggy the 1.15 will be with the Evo. Mine is fine with Tony's tunes, especially on the Extreme & Race tunes, but they dump a TON of fuel on the low end. The Daily-Driver & Tow tunes are slightly more laggy though. You WILL have a huge drop in EGTs, but I'm betting it will be a bit laggy. My suggestion would be to go ahead and try it out, but be prepared to drop some $$$ on custom tuning if it turns out to be too laggy for you.
Jeff7825 has a turbo for sell with a high flow outlet (stock turbo) you might want to PM him on the price just a bit over a 100K on the turbo and it looked to be in great shape.
