You just answered the question as to why Ford/GM/Dodge don't choose which brake controller to install. Consumer Preference. Most boat trailers don't need a controller because they use surge brakes (mine are electric over hydraulic discs so I do have a controller), small trailers don't have brakes, and beleive it or not, not all trucks pull trailers (ie soccer moms), and the cost of the controller would just get added into the MSRP. To make matters worse, If I didn't like the brand that Ford chose, I'd have to pay for a controller twice.
