If the pump is making noise it means it might seize at any moment, which usually burns the belt off. Real danger is taking out the radiator when the belt flips around.
As for the soot, not normal, my 1986 valves (before I removed them) were pretty clean on the inside. You might want to blow the valves and hoses out.

there is one more valve that is on where the catalytic converter is exhaust suppose to come out of other check valve
as for air pump sounds louder i can hear it from out side of vehicle
like valves tapping i turned of engine and took off the belt and ran it
i do not hear noise from the pump then put the belt back on
but when i had the belt off i turned the air pump it feels like it binds a little bit when turning it

Yes, it is nuked. It should freely spin without any noise.
I would not put the belt back on. I have sprayed PB Blaster into the pumps to get them to last a little while longer, but, when the belt burns off when you start it up some morning, that can be a real hassle.
