I dont see much of a problem with this bill... its not forcing you to turn in or scrap old vehicles like they tried here in Nebraska a few years ago. All I see for this (from the way that write up explains it) is that I can go pull a clunker out of a bush, drag it onto a trailer and get at least $3000 trade in for it PLUS the value of the scrap metal, which last time I checked around here was about $400 per vehicle. That's just about enough to pay for registration, sales tax, personal property tax, wheel tax, and any other "break it off in your @$$" tax they can come up with.
