Your crappy mileage is due to the 35" tires. Don't know what you're gearing is, but 9 times out of 10 when you add tire size you need to regear.
As for the plugs, I changed mine in my '01 last year, the factory plugs had 130,000 miles on them. Some of them were in there pretty tight, but I managed to get them all out without issues. It wouldn't hurt to do a plug change, but I doubt you really need it.
FYI, my truck gets 8 mpg too... in town. That's normal.
I think im gunna change my plugs and boots this summer. Im a little scared, I bought the truck with 96k on it, it will have around 105k on it this summer and I dont know if the plugs have ever been changed. mine is a 99 so I know its got the shorter threads. Im just afraid im gunna screw something up and cost myself a bundle...
I seam to get around 12 mpg around town??

I'd say its time for a plug change... if they are factory, they've been in there 10 years and it's time to pull 'em. You're right, you run the risk of having some seized up already, but there isn't a darn thing you can do about it if they are. Just be careful and be smart while pulling them things out. Torque the new ones in properly with some anti-seize on the threads and you'll be fine.
Your fuel mileage is pretty good, but not totally unexpected. In 2000, Ford re-designed the heads so that they would breathe better. The results are a little better power, but you've heard the old equation... more power = more fuel. The same is true for the '05-up 3v motors vs. the older 2v motors. The 3v puts better power to the ground, but slightly lower fuel mileage has been reported.
