Prob need new hub lock on that side, or both sides. But you have to make sure the vacuum signal is working. There are lots of threads on how to service and check the hubs so do a quick search!

I think it might be the needle bearing that's inside the wheel bearing where the axle stub rides (inner spindle bearing).
Remove the locking hub (remove the snap ring and the hub should pull out - might need a rubber mallet to beat it around a little bit). Then spin the wheel and see if the axle still rotates.
