I have a 56 and I'm not sure if the 54 has the inspection plate at the bottom of the cowl, there is a reinforcement bracket that is behind the cowl that has a bolt that is welded to it for fastening the fender. If you don't have a copy of a catalog of aftermarket parts go to www.midfifty.com and seach the parts, it shows how things fit together and what is all available, hope this is of some help.

The inspection hole is that triangle shaped hole a the bottom of the cowl towards the front, the fender brace I'm refering to is behind the cowl and was spot welded in where you see the grinded areas on the cowl. You will see this brace from inside the cab if the kick panel is removed.

There is a cover that is held on with a self tapping screw top and bottom, you could cut this hole in yours and make your own plates to cover the holes.

I think things are a little different on the 53-55 models...

Inside the inner cowl is a strip that is welded to the cowl panel,..it has ( If memory serves me correctly) 3 holes for mounting the fender(using nuts/bolts..easy to get to), but at the bottom of the strip..a nut is welded, on something close to a 45 deg, which the lower fender bolt will go thru. Without that nut in place, installing a nut/washer/bolt combo would be tricky because it is such a tight space at that part of the cowl, also, your nut/bolt combo would have to be angled to meet the lower curve, which leaves you with " large flat washers" , against 2 "curved" areas of contact,...the curved fender and the curved cowl.
If your past the point of installing the support strip with the attached nut, you may end up with the fltwasher/curved panel fit..but it will be tight.
Most of these old trucks i"ve seen, started rustiing at this spot..and the immediate fix was just that..kind of a "field-fix" Lol! Hope this helps, Good Luck!

Thats a great idea on adding the access panel John,..I had thought about it a couple of times myself , just as a " helpful hint" ..or "try this if you can"t get to that" alternative.
I installed the strip with the nut , and just kept moving..Thank"s ! That idea will help someone!'''

54, you should have a nut that is already there if it isn't rusted away,I'm sure that the Ford engineers decided to put that inspection hole there because of the rust problem. Another problem that occured after was the dirt and sand would get behind this inspection hole plate and fill the bottom of the cowl and creat another reason for rust to start, moist mud, so you need to clean this area out once in a while. I plan on putting a sealer around the edges of mine.
