I googled "british columbia vehicle..." got this as the first one up under 'british columbia vehicle safety inspection':

Section 25.20 mentions alterations in height of more than 10cm.
Section 4.05 deals with the height of lights, not less than 56cm nor greater than 1.37m.
So, three numbers there that ought to give you an idea.
