I can't be completely sure since yours is a 1990 F350 (2wd?????), but on mine the wheel bearing hub and rotor are cast as one piece. So to take the rotor off, you have to remove the outer cone of the wheel bearing and the disk falls off the spindle.

But I'm not sure if that applies to your truck. Is your truck 4wd?

On my 94 f350 I removed the hub and had to knock out the lugs then the rotor came off.

Maybe the caliper slides are/were stuck, this will cause all braking on one pad.

-Enjoy

After you remove the caliper, inspect both the groove in the caliper and the slide on the caliper tree top and bottom.

I have seen places worn on the tree slide that makes the caliper not want to slide which causes excessive wear on one pad.

A coat of Never Sieze on all slide contact surfaces when reassembling helps them move better as the pads wear.
