Ebay/PayPal (Ebay owns PayPal) can't and won't do squat to get your money back if you get scammed on this!
Ebay will not flag unless someone complains! They talk real big about protecting your money but when it comes down to the knitty-gritty they tuck their tail between their legs and slither out the door when you try to get your money from a fraudster!!
Fact, seen it happen to many times.

ebay has nothing to do with it.
The seller could easily dispose of the vehicle locally by selling it to a used car dealer for far more than his "asking" price.
Scam. Have some fun and play along. Tell them you wanna come by and see the car. See what happens. They screw with us, time to start screwing with them.
This IS a scam. But I was reading on the snowest forum the other day of something similar where the scammers got scammed themselves it was hilarious. It makes for along read but very funny about time someone turned the scam around on the scammer and it cost them some cash. Here is the site if you want to read for yourself Welcome to the 419 Eater. Caution they are addictive when you start reading them. Some of them go on for over 8 months.

It's not on Ebay. If you followed through with the guy, they would give you a fake Ebay item number.
That is 100% a scam, and it's the latest version of the same scam that has been running around for years now.
The last one that was really popular was where someone pretended to be in the military and shipped overseas. They had advertised a car in the U.S., and you could only go see it if you put a deposit down so the owner could fly into town and show it to you. Of course, that deposit would be long gone, and you'd never hear from that person again.
