Do you think its not working? It either will be working or it will be a complete dog under 2000-2500 rpms. Try unplugging the VGT actuator and see if the problem gets worse, if it doesn't then it is working.
Its just the opposite, the truck runs like its supposed to up to about 1500-2000 and then its like it has no boost. it takes for ever to get to 60 mph and all I can get going down a pretty steep hill is 75 maybe 80 then going uphill its back down to 35-40. I have no smoke and it cranks and runs fine, just no power, I was told I have an exhuaust leak but I cant feel air leaking anywhere.

If you had autoenginuity with the Ford enhancement package, you could get it to test the VGT. That would be the only way that I would know, unless you have PT DIAG(which I highly doubt).
No! I had removed the egr cooler to block it off. It was my fault, but I do think my intake manifold may be warped because when I tried to re-torque it per factory specs, The #1 bolt would be loose again I had to re-tighten/torque the bolts about 5 times before the bolts would stay tight. I had followed the suggested pattern the first time I tightend them but I did not go back and re-check the bolts after I had installed the manifold, lesson learned on my behalf, dont get in a hurry!
