Actually, it IS pretty expensive, even for repros. Most of the ones I've seen in the salvage yards are pretty badly damaged as well. I got lucky finding a set that no one had yet taken.
I tried fixing mine with thermal plastic glue as well as fiberglass, with low success.
I think the material is thermoplastic, so a soldering iron will work if you can get the heat to the right places. (I'm thinking more along the lines of a blow torch.) In my case, the little fingers on the end caps that attach to the central piece broke off, and I could not re-attach the old ones or fabricate new ones that were strong enough. That area tends to be the most vulnerable, as it is the most likely place to be hit when you bump into something in the parking lot. Yet it is the weakest part of the whole bumper cover assembly.
