See if your owners manual tells you where the "parking lamps relay" is located. On a 97 its behind the center section of the dash.
When you pull the relay out the lights should go off.
If the relay doesnt click when you pull it out: replace it.
If it does click the auto lamps switch in the rearview mirror is probably shorted out.
