E4OD shifting twice with each gear

E4OD shifting twice with each gear
I have a 93 F150, 5.0, with E4OD. Has been rebuilt, shows no codes. Seems to split each gear with 2 shifts except low. Shifts perfect while cold. Sometimes running at interstate speeds it seems to slip in and out of overdrive, like going into passing gear. The man that rebuilt it says it's part of the design of transmission. Never owned an E4OD, but seems to me theres something fishy going on here. What do you think?
