The number looks like a Ford part number for a reflash/calibration. Modification stickers are done for reflashes that change or update anything related to emissions and this definately holds true for the 03's...
To be honest I have no clue at the moment. I would have to try and find out which recall or CSP (Customer Satisfaction Program) that particular calibration part number went to. There were a number of recalls and CSP's on the 03's that involved applying or replacing a modification sticker...
