As I'm driving with cruse on once in a while i feel a flutter almost like the cruse turned off and back on (gauges would not pick up drop in RPM or Temp). This isn't enough to shut down the cruse but enough to feel it. I checked for codes and there were none, I installed new glow plugs Because I was having a hard to start and lots of smoke on cold mornings. Once in a while at start up and take off it would really struggle to run smoking and once in a while popping. I'd pull over and let it warm up longer but it didn't seam to help. After a few miles and it heated up it would run fine. Once I cleared the smoke it would have plenty of power and run fin. I do run Lucas injector cleaner in fuel most of the time.
I purchase a Cam Postion Sensor just in case but haven't installed it yet.
Can the CPS be a problem and it still not throw a code? By the way had codes checked at AutoZone with hand held, not sure how reliable they are. If the CPS doesn't fix it I'm going to have to take it in to a dealer $$$$ to hook it up on there machine.
The code readers that they have at Autozone will read some of the codes on our trucks but not all of them. These engines were built by International and are not OBD 2 compliant

Not sure if this has anything to do with it but both times it was hard to start, smoking, and a backfire pop I was low on fuel in tank (low fuel light on). Is there a pump in tank to push to IP that could be getting week and I'm running injectors low on fuel?
No stock intank pump unless someone added it before you bought the truck
True but if the pickup is just a tad bit higher than it should be, this could lead to a fuel starvation issue. Not likely, but possible. You said that after it warmed up fully it ran fine. What outside temps are we talking about here? When was the last time you changed your fuel filter?
Also, the stock pickup has that PITA auxiliary pickup duck-bill looking thing on the side. If it's leaky and the fuel gets below that level, it can suck air.
Ford dealer is showing inline pump on frame and a tank pump. We did install the CPS with no change. Opened up the fuel filter lid and air farted out. Turn the key on and you can hear the inline pump continuously pumping and not shutting off (this is new). Unpluged inline pump and hear nothing from the pump tank.
This might explain the slight flutter from time to time running down the road. Starving for fuel.
Does anyone know if the tank has to be dropped or can it be changed with tank on?
Ford is showing 2 pumps. One inline along frame and one in tank ($500.00). Turn the key on and can hear the inline one along frame running not shutting off. Unplug it inline pump and hear nothing coming from pump in tank. Opened up the fuel filter lid and air farted out, sucking air.
